City identifies streets to be paved this year

Thirteen streets in Clinton—including two of its busiest and eleven of its worst—will be resurfaced as the City spends $1.3 million on its 2025 paving program. Part of the money will serve as a local match for a Mississippi Department of Transportation grant for work on Springridge Road and Clinton Boulevard, and the rest will go for fresh asphalt on the streets deemed to be in the worst condition.
A single City employee who follows generally accepted rating performance measures conducts an annual survey of Clinton’s 186 miles of streets.
“They go through every street in town and rank them from worst to best,” says Mayor Phil Fisher, “in order to come up with the list of what we can pave.”
Fisher says the City originally planned to spend more money on the streets this year, but the decision was made to reallocate some of those funds to give police officers a larger pay raise.
The streets, with a total length of 3.933 miles, which have been identified for resurfacing include:
• Quail Hollow Drive from Clinton-Tinnin Road to the dead end
• Cambridge Cove from Clinton-Raymond Road to the cul-de-sac
• Heatherlynn Circle from McDonald Drive to McDonald Drive
• Park Place from Northside Drive to the dead end
• Pebblebrook Drive from Trailwood Drive to Willow Brook Drive
• Shady Glen Drive from Northside Drive to Briarwood Drive
• Short Dawson from Dawson Street to the dead end
• Soccer Row from Cynthia Road to the City parking lot
• Sunny Orchard Lane from Cherry Stone Circle to the cul-de-sac
• West Virginia Drive from Tulane Drive to Tulane Drive
• Winding Hills from Indian Summer Lane to Lake Forrest Lane
The Board is expected to move quickly to advertise for bids to pave the eleven streets and a contractor could be chosen in June.
The City will also contribute about $387,000 for a separate paving project on Springridge Road from Woodchase Park Drive to I-20 and on Clinton Boulevard from College Street/Mt. Salus Drive to Shaw Road, although the bulk of the funding—more than $1.35 million—will come from a federal Surface Transportation block grant administered through MDOT.
At its meeting on April 15, the Board accepted bids for the Springridge Road/Clinton Boulevard resurfacing and recommended awarding the $916,605.40 contract to Hayes General Construction, LLC of Vicksburg. The Mississippi Transportation Commission will make the final decision, possibly at its May meeting.
“My best guess is that the earliest the work on both projects could start is mid-July, with the latest the first of August,” says Consulting City Engineer Bill Owen. “The contract time for both of those projects is around sixty calendar days. If the work starts on July 15, weather permitting, the work could be completed by the middle of September. If the work starts on August 1, weather permitting, the work could be completed by the end of September.”
