Civic Corner: June 16 Meeting

Clinton’s Board of Aldermen opened the June 16, 2026, meeting recognizing Clinton’s Main Street for winning several awards at the annual Mississippi Main Street Association’s awards ceremony.
The Board heard from Phillip Lilley, Director of Public Works, who noted his department’s 87% completion record over the past months, completing 1,678 work orders out of 1,926 assigned.
He said his department is still working on swapping out old water meters with new ones.
He also encouraged citizens to bundle limbs, yard debris and other “green waste” for Waste Management to pick up during their scheduled routes.
His office is seeing new building projects and openings occur with 347 new services requested and 24 new builds on their books.
Finally, he reminded citizens not to send fats, oils or grease down the drain. This can cause catastrophic issues with the city’s drainage system as a whole.
Moving into the Action/Discussion portion of the meeting, the Board of Aldermen approved the contract with LB Mims for the final replacement and repair to the Hollyberry sewer line.
The Board also approved continuing the annual contract with Harper and Bailey Government Solutions. Former Congressman Gregg Harper and Brett Bailey have represented the city on both the federal and state levels, securing funds for the wastewater expansion project. This previous year they secured close to $10 million dollars.
The Board approved the purchase of a 27-foot panel tree for the Christmas holiday season as well as a donation from an anonymous donor to pay for the holiday installment.
The Board moved to accept a resolution of intent to apply for a Delta Regional Authority project that will impact efforts to address Battery Drive in the Industrial Park, as well as authorize a Request for Qualifications for the project.
The Board authorized a 60-month service agreement with Pitney Bowes for an automatic mailing system and awarded Simmons Erosion Control a $328,856.85 contract to construct close to 2,000 feet of sidewalk from Mississippi Christian University to Fairmont Street.
The Board closed the meeting by hiring two individuals and approving a promotion within Public Works before taking action in executive session to suspend an employee without pay for one shift.
