Civic Corner: Board of Alderman Update – June 6, 2025

The Mayor and Board of Aldermen welcomed Public Works Director, Phillip Lilley, to provide a report. Director Lilley discussed the drainage problems in the city after flooding rains caused debris to be swept into ditches and drains. He said that when there is a significant rain that the department receives fifty to one hundred calls. The city does offer eight to twelve sandbags to residents when they need them. They also offer cones for sinkholes, when needed. The Public Works Department also is working with Donna Yowell on the grant funded beautification projects.
In early action, the Board of Aldermen voted to approve the lowest and best bid from Burton, Banks & Associates, Inc. in the amount of $67,039.00 for Highway 80 sewer improvements. The Board also authorized Mayor Fisher to execute contractor change order #4 in the amount of $29,207.66 with Joe McGee Construction Company, Inc. for Phase 1 of the Rising Spring 80/20 Project. This will be the last change order for Phase 1.
The Board of Aldermen unanimously rejected a conditional use request to allow Clinton Tobacco and Vape to operate at 1015 Hampstead Boulevard. A site plan review for Roberto Gonzalez for 484 Springridge Road was approved, and a variance for a subdivision regulation was approved for Nix Harkins on Highway 80. The Board approved the variance with the understanding that a certificate of occupation will not be issued until all work is completed satisfactorily, including the retention pond.
The Board approved resolutions for unkempt property at two locations. The first is at 711 Lindale Drive and involved nine dead pine trees that need to be removed. A warrant has been issued for the owner of the property, but he has not been located. However, a tenant was found on the property. The other property is located at 1240 Springridge Road. A tenant was located at this property also. The city will handle the cleanup of both properties, with the expense added to the property taxes.
In other business, the Board of Aldermen hired one part time summer worker for the Clinton Public Works Department and one part time summer worker for the Clinton Parks and Recreation Department.
In other business, City Attorney and Mayor-Elect, Will Purdie, gave the Board some additional information regarding a sewage back-up that had been previously discussed at the work session the evening before the meeting.
