Civic Corner: Jan 6, 2026 Meeting Recap

Robert Chapman
Clinton’s Board of Aldermen opened their first meeting of the 2026 calendar year with a report from Director of Public Works, Phillip Lilley. He started his report encouraging citizens to bag their leaves and place them with their regular trash. Waste Management will pick up bagged leaves as well as bundled limbs no longer than 4-feet in length and limbs and twigs in trash cans.
Phillip delivered a positive report on the annual household hazardous waste event as well as the citywide trash drop off held at the old Northside Elementary location. Over 3,000 gallons of unused paint was collected and 37 bins were filled.
He touched base on the over 440 hours of community service issued by Clinton’s court services that were used to help keep roadways and right-of-ways clean without having to add additional stress to the Department of Public Works.
He closed his time with a positive report that 95% of work orders since June 2025 have been closed. Of the 5,702, Clinton’s Public Works Department completed 5,466.
The Board of Aldermen entered the Discussion/Action portion of the meeting by approving the acceptance of a $500 donation to the Clinton Police Department from Eyevox Entertainment, the company that utilized the City of Clinton as the backdrop to one of their movie projects.
Chief Hayman asked to add an abandoned 2015 Honda Accord to the City of Clinton’s Police Department’s inventory with intentions of sending it to auction. He also asked for approval to auction off three 2013 Ford Interceptor Police Cars that had reached the end of their usefulness to CPD.
Clinton Fire Chief Levius Buckley sought approval to accept a donation of $4,400 from Raymond Miller.
Courtney Nunn and the Department of Parks and Recreation sought to enter into an agreement with Alex Blanchard who will provide tennis services at Brighton Park on an interim basis through May 2026.
The Board approved a new three-year contract with TextMyGov at $10,250. The new contract adds new options with weather updates. Citizens who wish to sign up to receive SMS messages can do so by texting CLINTON to 91896. Notifications include upcoming events, garbage delays, road closures and storm warnings.
The Board approved a request to approve a bid from Suncoast Infrastructure for $18,850 for a repair to an 8-inch cured-in-place-pipe.
The Board also approved a $15,000 bid for a Wager odor control valve from Wager Company as well as a $14,000 bid from Delta Constructors for the Trailwood Drive sewer repair point project.
The Board approved the hires of an untrained firefighter, a maintenance worker and CDL truck driver as well as the promotion of a new supervisor and a new maintenance worker for Public Works.
The Board entered an executive session and took action to suspend an employee without pay for 3 days.
During other business, the Board accepted a proposal to help compile and prepare an RFPs with WAS Design to assist in the city’s landscaping needs.
The Board closed out by proudly dedicating the new Pillars Park in memory of Bill and Bonnie Barnett. Bill served over 12 years as the Ward 3 Alderman until his passing in 2022. His wife, Bonnie, taught at Eastside Elementary for 25 years.
Both were instrumental in securing funding for the relocation of Lion’s Club Park. The Resolution stated, “The City believes it is an appropriate recognition to Bill and Bonnie Barnett to dedicate this public park in their memory.” The Board unanimously agreed and approved the passing of the Resolution and the naming of the Park.
