Civic Corner: Board of Aldermen Meeting – June 20, 2025

The Board of Aldermen meeting began with Representative Clay Mansell presenting a Legislative Resolution to outgoing Mayor, Phil Fisher. The resolution was followed by a Board of Aldermen Resolution to name the Depot in honor of Mayor Fisher, which was approved unanimously. Mayor Fisher expressed his appreciation for the recognition.
The Board of Aldermen then approved to execute the necessary agreements to secure bonds for the newly elected officials, officers, and other employees as required. The Board then authorized Mayor Fisher to executive a water services agreement between the city of Clinton and North Hinds Water Association, D.R. Horton, Inc., and MS Developers, LLC related to water service for the Horseshoe Bend Subdivision.
The Board of Aldermen also approved to advertise for the Woodmoor Subdivision force main relocation project. The Board also approved acceptance of bids for the 2024 bank stabilization improvements, a Natural Resources Conservation Service project, and the awarding of the project to Anding Construction in the amount of $113,706,50. The Board of Aldermen was also pleased to approve acceptance of bids received for the 2025 street paving improvements and the awarding to ADCAMP, Inc. in the amount of $638,168.00 with allowance of appropriate construction contingency. With the price of asphalt low, this was a fortuitous time for street paving.
The Board also approved the lowest and best quote from Steadfast Services, LLC for emergency repairs to the sewer main on Pebble Lane in the amount of $49,750.00. The Board also approved the lowest and best quote from Environment Masters to replace the HVAC at the Quisenberry Library in the amount of $28,506.91. Approval of quotes for payment processing was also provided to the Public Works Department.
The Board of Aldermen also approved to hire part-time summer workers, one truck driver, and one maintenance worker for the Public Works Department and a custodian for the Parks and Recreation Department.
In final action, Mayor Fisher presented two outgoing Board Members, Jim Martin, Alderman, Ward Two; and Ricki Garrett, Alderwoman at Large and Mayor Pro Tem; with Certificates of Recognition and allowed us both the opportunity to respond.
Because my term will end on June 30th, this will be my last report on behalf of the Board of Aldermen. It has been my honor to serve in this position for the past eight years and to provide our citizens with regular reporting on the actions of the Board of Aldermen.
